RegPEX Pricing Policy

1. General Principles

RegPEX applies a location-based flat monthly pricing model. No traffic tiers apply; the full port capacity is available at a fixed monthly rate.

The price difference between locations reflects the cost of inter-city transport (DWDM). This structure supports both transparency and long-term sustainability.

2. Founder Member Pricing

RegPEX offers a special founder member rate to its first 10 members. Founder pricing is locked for the duration of the membership contract and is not affected by subsequent price changes.

3. Port and Location Fees

3.1 Ankara — ODTÜ Teknokent

• 100G port is available at the Ankara location only.
• Ankara is the recommended primary location for high capacity and low latency.

3.2 Istanbul — Ataköy / Gayrettepe

• Only 10G ports are available at Istanbul locations at this time.
• 100G bandwidth is quoted on request — please contact peering@regpex.tr to discuss your requirements.
• The Istanbul premium reflects the cost of the Ankara–Istanbul DWDM transport link.

3.3 Bursa — PenDC

• Only 10G ports are available at the Bursa location at this time.
• 100G bandwidth is quoted on request — please contact peering@regpex.tr to discuss your requirements.

3.4 Remote Peering (GRE Tunnel)

• Maximum 6 months of use; migration to a permanent connection model is required thereafter.
• A 1-month free trial is offered upon approval.
• Maximum 1 Gbps capacity. See the Connection Models Policy for full details.

4. Free Services — Included in All Plans

The following services are included at no additional charge for all members at all locations:

• Route server access (multilateral peering)
• Looking Glass access
• Member portal (traffic statistics, peering matrix)
• PeeringDB integration
• IPv4 + IPv6 peering addresses
• 24/7 NOC support
• Monthly reporting

6. Payment Terms

6.1 Invoicing

• Invoices are issued on the first business day of each month.
• Invoices are delivered electronically.
• The billing currency is EUR; TL payments are accepted at the prevailing EUR/TL rate.

6.2 Payment Methods

• Bank transfer (TL or EUR)
• Credit card (via member portal)
• Direct debit

6.3 Payment Terms and Late Payment

• Invoice date: 1st of each month
• Payment due: 15 days from invoice date (due by the 15th of the month)
• Late payment interest: If payment is not received by the due date, statutory commercial default interest applies in accordance with Turkish Commercial Code (Law No. 6102) and Law No. 3095 on Legal Interest and Default Interest, at the rate in force at the time of default.
• Non-payment process:
  1. A written payment reminder is sent upon the due date being passed.
  2. If payment is not received within 15 days of the reminder, the port is temporarily suspended.
  3. If payment is not made and no resolution is reached within 30 days of suspension, membership is terminated.

6.4 VAT and Tax

• All fees are quoted excluding VAT.
• International members: No VAT applies (reverse charge mechanism).

7. Port Changes

7.1 Upgrade (10G → 100G)

• Available at Ankara location only.
• Upgrade requests require at least 10 business days' notice.
• New rates apply from the upgrade date.

7.2 Additional Location

• Additional ports at different POPs are charged separately.
• Port fees and setup charges are invoiced per location.

8. Cancellation

• Cancellation requires at least 30 days' written notice (e-mail acceptable).
• All fees accrued up to the cancellation date must be paid in full.
• Founder member cancellation does not trigger any retrospective standard-rate calculation.

9. Price Changes

• Price changes are announced at least 90 days in advance.
• Founder member rates are fixed for the duration of the contract.
• Annual increases to standard rates are capped at the CPI rate.
